MSF30926 Certificate III in Shading and Security Screens has
been current since 13 March 2026, and the National Training Register’s list of
organisations approved to deliver it says there are no records to show. The
qualification it replaced still carries three providers, one of them suspended and
one approved for Victoria and Queensland only, and every one of those approvals
ends on 11 March 2027.

We compared two consecutive releases of the same series. July moved from plus 0.4 to
plus 0.3 per cent and its level fell $14.8 million; June, May and April were revised down
by progressively less. The freshest figure is the one most likely to move.
ASIC records both as under external administration. On the same day both ABNs read
Active, which is the free check most buyers would do. What the gap means if you have
already paid a deposit.
The BAL Certificate has to say the site is not BAL-40 or BAL-FZ before a complying
development certificate can issue. So the rating that makes your product necessary can also
push the whole job onto a slower approval track.
AS 3959 costs $286.63, but the step that decides which BAL applies is not in it.
Appendix 1 of Planning for Bush Fire Protection 2019 replaces Section 2 of AS 3959 for
NSW, and the RFS publishes it free. What the assessment looks at, and the worst-case
rule that surprises people.
MSF30926 Certificate III in Shading and Security Screens reached the National
Training Register on 13 March 2026. In the endorsed unit for installing interior
blinds, checking child safety on corded coverings is written in as a performance
criterion. Who has to hold it was ruled outside the review’s scope.
Western Australia has no window-covering standard in its tenancy law. What a WA
landlord owes comes from product safety law reaching back to January 2004, a general
lessor duty, and the negligence warning the regulator prints itself.
We read the rental minimum standards of every state and territory, in the
instrument or on the responsible authority's own page. Victoria's cord-anchor
rule is the only one in force; NSW has announced one its consolidated
regulation still does not show; WA, the ACT and the NT never mention window
coverings at all.
Every corded blind or curtain in a Victorian rental must now be anchored
so no loose loop of 220 mm or more can form within 1,600 mm of the floor,
whatever its age. The instrument, the advertising offence, the renter's
rights, the free hardware, and the government's own costing of the fix:
$7.10 a window in parts.
Model AC136-05Bi-CA, sold 1 February to 17 April 2026 under the Luxaflex
and Turnils brands. Stop using it, keep it from children, free replacement
from your dealer. And honestly: it is the only window-furnishings recall
currently live.
The safety page points only to the federal standards, the consolidated
legislation carries none of the rule's numbers, and the one instrument that
could would not open. Re-checked 9 July: still not shown.
Two short instruments govern every corded covering in the country. The
measurements, the mandated words, and the "AS/NZS 4874" the trade cites that
does not exist.
Reader Room gives free access to the entire catalogue of Australian Standards, for
personal, domestic or household use. Commercial use is excluded, so the homeowner reads
AS 3959 free and the business that must comply pays $286.63.
AS 3959 decides what a compliant shutter is. What reading it costs, the
free-access commitment in the May Budget, and the date nobody has published
yet.
WERS is alive and covers film. WincovER, built to rate coverings, has been
silent since April 2021 and its product search 404s. What a buyer can check
today.
Renovation activity and furnishings spending both point up; the industry
estimate for local manufacturing points down, with imports taking a growing
share. The demand and supply picture, state by state.
Until the September quarter 2011 the CPI published an
expenditure class called Floor and window coverings. The 16th series
discontinued it and split it: floor coverings kept a class of their own, and
window coverings were folded in with towels, sheets and tablecloths. What
survives is 0.464 per cent of the basket, it has fallen while the CPI rose, and
it cannot tell you the price of a blind.

Cord-safety rules are rolling through the states, recalls land without notice,
and regulator pages change quietly. If you have spotted something we should
verify, send a tip; identity optional, evidence welcome.
Every compliance page here carries the date it was last checked against the
regulation, and how this site works explains
the whole method.
